As a comunity leader, i go into Administration and it says Tradeableassignment.

what does this mean?

Thank you for your posting, we've changed the wording. You can re-assign football players with this function.

Using this feature the community leader can manually re-assign football players to his fellow players or the computer.

What can i do if the administrator of our community is a cheater? he transfers a lot of money to himself ( 60.000.000. He invites a new player and then he transfer from him expensive player for a few money

please try to solve the problem with your community leader. If it's not possible, it would be the best to start a new, fair community!
